EM: You have taken an extremely proactive approach to economic development since becoming Governor in 2004. Is it unusual for a governor to be as personally involved with business projects as you are?

KB: I want top corporate executives and chief executive officers to know that Louisiana is open for business. Just as the CEO is the face of his/her company, in many ways, I am the face of Louisiana. By making a personal investment in pursuing business for the state, I want to demonstrate that Louisiana is reversing the perceptions that have dogged us for decades. More importantly, I want to be accountable to the companies that are looking to expand or relocate in Louisiana and the people that I represent.

My involvement in the economic development process has created results for the state. Since June 2004, Louisiana has announced four major manufacturing projects, including the creation of a $100 million rail car plant, a $250 million investment by GM to build the HUMMER H3 in Shreveport and two new wood product facilities totaling $223 million in capital investments.

We have persuaded companies from locating elsewhere to consider Louisiana and cultivated homegrown businesses and industries to new heights, including $300 million in new film and television production.

EM: What kind of response are you (personally) getting from companies that you have actively helped retain and attract to Louisiana?

KB: I have made personal contact with more than 1,000 CEOs at local, national and international companies of all types and sizes. The response I’ve received has been overwhelmingly positive.

My goal with every conversation that I have with an executive is to demonstrate that Louisiana has the natural resources, transportation infrastructure and productive work force to meet any type of challenge.

Many of the chief executives of our Louisiana-based companies have never even shaken a governor’s hand, let alone had a governor call them to find out how Louisiana can help them grow.

Many of the executives at companies outside of the state had given up on Louisiana many years ago and had not thought to see what we had to offer now. They are surprised to learn that Louisiana is ranked at the top of the list in public education reform and that we’ve invested $50 million in worker training funds that they can take advantage of.

EM: As the first female Governor of Louisiana, do you face any unique challenges?

KB: The challenges in Louisiana are the same, whether you are a man or woman. We want to create quality jobs for our residents. We want to cultivate the ideas and vision of our entrepreneurs and universities. We want to create an economic environment where our children can return to Louisiana to live and work with their families.

We also want to change the old, tired perceptions of Louisiana. In fact, my election as the first female governor in the state’s history by itself destroyed certain stereotypes about Louisiana and the Deep South.

EM: How important is state-level involvement when it comes to business expansion and relocation projects?

KB: State involvement is vital to our economic development success. LED

Secretary Michael Olivier and I have made it a priority to build strong relationships with regional and local ED organizations. We can only succeed in economic development by changing our own perceptions of Louisiana’s potential and sharing information to showcase our best assets.

We can work together to identify business opportunities and new projects. But it is the local and regional ED organizations and elected officials that must make a partnership work on the ground in their town or parish. The local and regional developers will have the daily contact with company representatives. They can hear what people in the community are saying about a project.

EM: What impact does an "accessible" governor have on a state's overall attitude toward business?

KB: I can prove that having a personal investment can produce business for

Louisiana. This past summer, Louisiana landed the largest heavy manufacturing project launched in the U.S. during the second quarter of 2004 when Union Tank Car Co. decided to build a new rail car manufacturing plant in central Louisiana.

Union Tank Car had opened exclusive negotiations with Texas before deciding on

Louisiana. My team and I refused to take “no” for an answer. We knew that Louisiana was a natural fit for their project. I personally spoke with Union Tank Car’s CEO, Frank Lester, and pitched Louisiana’s assets – our infrastructure and productive work force.

They took a look at Louisiana and saw our potential.

When I took office in January 2004, I spoke about creating an expectation of winning

and a culture of success in Louisiana.

The people of our state suffered from decades of disappointment and unmet expectations. We are changing the minds of Louisiana residents through our determination. I say that Louisiana is open for business and people are listening. They are saying it back to me.

EM: What advice would you offer to local economic developers when it comes to partnering with state government officials on economic efforts?

KB: I view the process of recruiting new business and cultivating existing business as

relationship-building. This job is too big for the state to do it alone. It’s too big for local developers to do alone. Each of us has tools in our toolboxes that serve a distinct purpose. We succeed when we work together to put proposals in place.

Economic development and our determination to change the perceptions of Louisiana

permeate all levels and agencies of state government. At each Cabinet meeting, each state department talks about the things that they are doing to generate economic development in our state.

We are in this together, because it is the only way that our people can excel, our

students can reap the benefits of their efforts and that our children can return home to live and work.
