"This is an important and exciting project for Rodel as we expand our manufacturing capabilities to best meet the increasing demands of our customers."
Rodel, headquartered in Newark, Del., will build a $30 million facility in Monroe, just southeast of Charlotte, where they will manufacture polishing pads used to polish semiconductor chips. A groundbreaking for the 80,000 square foot plant is scheduled for February 1998.
Rodel officials cited the Research and Development, Job Creation, Investment, and Worker Training Tax Credits offered through the William S. Lee Quality Jobs and Business Expansion Act as factors in their decision to locate in North Carolina. The Act provides tax credits for new and expanding industries in North Carolina that create jobs or invest in worker training, research and development, or machinery and equipment.
The area's high-quality work force and the proximity to Charlotte also were key reasons. Rodel will also receive $35,000 from the Industrial Recruitment Competitive Fund, to be used for water and sewer infrastructure needs.
In the northwestern part of the state, the Oldham Co. will build a $10 million manufacturing facility and corporate headquarters in Ashe County, creating 300 new jobs.

Oldham makes cutting tools -- carbide-tip saw blades and router bits used by the construction and precision woodworking industries. Initial employment will be 225 workers and will grow to 300 during the first year.
The company will build a 100,000 square foot manufacturing and office building on 14 acres of land and expects to be up and running next summer. In addition to manufacturing, customer service and some sales and marketing functions will be handled at the new facility.
The state committed $100,000 from the Industrial Recruitment Competitive Fund to Oldham to encourage them to locate the new facility in North Carolina instead of New York.
Taking Care of Business
New companies are not the only ones taking advantage of the state's incentives. Existing businesses are finding that there is help available to them, also. North Carolina is serious when it comes to business.
PepCom Industries Inc., a franchise of Pepsi-Cola Co., will expand its current operations in Raleigh with the addition of a major distribution facility in the southeast area of the city. The 142,000 square foot facility represents a $7 million investment and 80 new jobs. PepCom's long-term investment could exceed $30 million.
"We cannot say enough great things about the cooperation we have received from everyone involved," said Doug Heilman, vice president of operations for PepCom. "They made it clear from the beginning that they wanted us here and we are excited about being here."

The new facility will house a 12,000 square foot office complex, a 100,000 square foot distribution center, and a 30,000 square foot truck maintenance and vending machine refurbishing center. The company looked at 23 sites in three different states before choosing the southeast Raleigh location.
PepCom, with more than 1,000 employees throughout the country, was founded in New York in 1943, but now maintains its headquarters in Raleigh.
Another out-of-state company is also expanding its North Carolina operations.
Mohawk Manufacturing's Karastan Division will expand its operations in Eden, just north of Greensboro and Winston-Salem, adding 22 new jobs and $5.5 million in investment.
A Georgia-based textile manufacturer, Mohawk already employs more than 1,000 North Carolina workers in three facilities located in Rockingham, Pitt and Scotland counties. The Eden facility produces carpets and rugs under the Karastan name.
The $5.5 million investment will be used to make improvements to the existing facility, including new machinery and equipment.
Mohawk employs more than 11,000 people worldwide with facilities in Georgia, North Carolina, South Carolina, Tennessee, and Europe. During 1996, the company reported sales of more than $1 billion.
Attracting overseas investment
Foreign-based companies are being drawn to North Carolina for the same reasons as are U.S. companies.
Conflandey S.A., a French manufacturer of electro-plated steel wire, will locate its first North American facility in Columbus County, in the southeastern part of the state. The new $15 million facility will produce wire used in the automotive, building and construction, packaging, mechanical and electrical engineering, aircraft, shipping and nuclear industries.
Like many of their U.S. counterparts, company officials cited the William S. Lee Quality Jobs and Business Expansion Act as a factor in their decision to locate in North Carolina.

Conflandey will qualify for the worker training, job creation and investment tax credits, and will receive a $4,000 credit against its state taxes for each new job created. In addition, it will use the new Southeastern Community College industrial training facility to train workers.
The state also committed $50,000 to Conflandey from the Industrial Recruitment Competitive Fund. The award is based on job creation and is paid after workers have been hired.
Tax credits were influential in Japanese-owned Carolina System Technology Inc.'s decision to add another automotive parts line to its present facility, now under construction in Edgecombe County, creating an additional 300 jobs.
The latest product line will be engine control units for the V-6 Honda Accord and Acura, beginning with the 1999 model year.
But it wasn't just the incentives that attracted the Japanese company to the Tar Heel State.

Last June, CST announced plans to build a 100,000 square foot manufacturing plant in Edgecombe County -- in the north central part of the state -- where employees will make electronic control and monitoring systems for Honda automobile transmissions and engines.
The plan called for 160 new jobs and a $30 million investment in Edgecombe County, a county designated by the state as one of the most economically distressed. The facility, now under construction, will begin operation in April and be fully operational in July.
Eligible companies locating in Edgecombe County qualify for a $12,500 tax credit for each new job created. Credits are also available to companies that invest in research and development, worker training and machinery and equipment.
Perstorp Flooring, a Swedish-based manufacturer of laminate flooring, will build a North American headquarters and expand its manufacturing plant just southeast of Raleigh, adding 75 new jobs and nearly doubling the company's initial investment of $25 million.
The company will break ground for the headquarters adjacent to the floor manufacturing facility in December. Construction should be completed by the end of 1998. Expansion of the manufacturing facility should be completed next spring.
The North Carolina plant makes Pergo, the world's best-selling laminate flooring, which was introduced in the United States in January 1994. Pergo combines wood-look designs with high durability and easy maintenance.
"This expansion underscores our commitment to North Carolina and reaffirms our original decision to build a plant in Wake County," von Kantzow said.
Bosch-Siemens has chosen New Bern, near the coast, as the site of the joint-venture partnership's first North American appliance park.
The $30 million dishwasher plant, EBS Home Appliances, began operations in March and currently employs nearly 100 workers. Approximately 60 more will be on the job by the end of this year. Another related Bosch company, Skil Bosch Power Tool Corp., is located adjacent to the dishwasher plant and employs 330 people.
For Bosch-Siemens, as for most companies operating in the state, it was the high quality work force that really "sealed the deal."
"Our satisfaction with the workers, central location and quality of life in this area made this decision an easy one for us," said Dr. Herbert Wörner, chairman of Bosch-Siemens Hausgeräte GmbH in Munich. "North Carolina offered a team approach to our business development efforts, which will help us as we expand our markets in the United States."
Bosch-Siemens expects to make 200,000 European-designed dishwashers per year at the new plant. Other product lines the company may produce in the New Bern appliance park during the next three to five years include washers, dryers and stoves.
Location is everything
Polymer Group Inc., which is closing a facility in Canada, will build a new research, development and marketing facility in Mooresville -- between Charlotte and Winston-Salem -- and relocate the remaining assets to Benson, between Raleigh and Fayetteville. These announcements represent $4.9 million in new investment in North Carolina.
"We've made a corporate commitment to continuing to develop and advance our non-wovens technologies," said Rick Ferencz, vice president of PGI. "This will keep PGI and the industry moving forward. This is probably the most concrete statement of our intentions for the future."

PGI is a South Carolina-based non-wovens operation. It has organized a new Advanced Technology Group that is responsible for providing technological support to its product development efforts and helping to develop new technologies for the company's non-woven processes.
Gift-wrap manufacturer New Filcas broke ground today on a 112,000 square foot manufacturing facility near Reidsville, in the northern part of the state.
New Filcas will close three facilities in New Hampshire -- including their headquarters -- and consolidate their operations into the Reidsville location. The new facility is expected to be completed and ready to begin production during January 1998.
